On November 2, 2021, residents of the Hinton Community School District will vote on a Physical Plant and Equipment Levy (PPEL). This levy, if approved, would generate funds for the school district to use for infrastructure and equipment repairs, purchases, and improvements.

What are HCSD’s needs?

HCSD has a number of facility needs we must address soon. These needs span several areas:

  • We look to make strategic upgrades to our security mechanisms to ensure we keep our students and staff completely safe during the school day.

  • We aim to conduct maintenance on a number of district facilities and systems to ensure our buildings run as efficiently as possible. 

  • There are improvements that we look to make to our elementary playground. We need to replace outdated equipment, incorporate interactive play elements, and improve the safety of the playground overall. 

As we continue to focus on preparing students for the career and college opportunities of the future, we must ensure they have access to high-quality facilities throughout our schools. For this reason, the board has placed a voted PPEL on the ballot for November 2. 

What is a voted PPEL?

A PPEL is a voter-approved levy that generates funds a school district can use for infrastructure and equipment repairs, purchases and improvements. Funds may be used only for these purposes. 

If voters approve the PPEL, how would the district use the funds?

If residents approve the voted PPEL on November 2, the district would target the following projects:

  • Facilities condition study for future school planning

  • One-to-one technology initiative (providing a device for each student)

  • Bus maintenance and replacement

  • Other school vehicle maintenance and replacement

  • Safety and security equipment

  • Playground equipment

  • Turf replacement

  • Classroom furniture

  • Refurbishing of middle school locker rooms

While not all these projects may be completed, they are the items deemed highest priority for the district in using potential PPEL funds. 

How would an approved PPEL affect property taxes?

Currently, HCSD has a PPEL rate of 67 cents per year on every $1,000 of assessed property valuation. If approved November 2, the proposed voted PPEL would increase the rate to $1.34 per $1,000 of assessed property value each year. 

The district and board have always strived to minimize impacts on our community members when it comes to property taxes. However, the time has come for us to make an investment to protect our district’s assets and ensure our students continue to have the opportunities they need to succeed and thrive.

The election date is Tuesday, November 2, 2021.

Where can I vote on November 2?

Voters may cast their ballots at their regular polling location on Tuesday, November 2. Polling location information is available here: https://sos.iowa.gov/elections/

Can I cast an absentee ballot in this election?

Yes! The deadline to request an absentee ballot is 5:00 p.m. on Friday, October 22, 2021. All absentee ballots must be submitted by the time polls close on election day to be counted. For voting information, visit https://co.plymouth.ia.us/Elections/general_election.htm.
