Re: 8th-Grade Participation in High School Athletics – House File 2591

On August 1, 2026, House File 2591 (HF 2591) went into effect, allowing 8th-grade students in Iowa to participate in high school athletics under certain circumstances. Hinton CSD is currently reviewing this legislation and working closely with guidance from the Iowa Girls High School Athletic Union (IGHSAU) and the Iowa High School Athletic Association (IHSAA) to develop a local policy that supports our student-athletes while maintaining the integrity of our athletic programs.

Hinton CSD will not implement a policy that automatically denies 8th-grade participation at the high school level. We recognize that there may be situations in which participation is appropriate and beneficial for the individual student-athlete and our activity programs. Therefore, requests for 8th-grade participation will be evaluated on a case-by-case basis. The process will be as follows:

  1. Recommendation from the varsity head coach

  2. Administrative review and consideration of factors such as athlete readiness, program needs, and overall student well-being

  3. Meeting with the Activities Director, head coach, student-athlete, and parent/guardian

  4. Final administrative approval
